Preamble:

This submission has been prepared to assist the Australian Government determine how it might best formulate the Quadrennial Funding Agreement that will guide Commonwealth funding of primary schools over the period 2009-2012.

The comments and recommendations apply only to the funding of primary schools.

In order to facilitate a consideration of the submission, reference has been consistently made to the 2007 update of the Australian Government Programmes for Schools Quadrennial Administrative Guidelines 2005-2008.

This document outlines how nearly $8 billion of school funding was allocated by the Australian Government during the 2007 calendar year.  The Australian Primary Principals Association (APPA) is calling for revisions to the framework and formulas used to allocate these funds over the next quadrennium.
