"Principals as Literacy Leaders" Project - The Submission - 5 September 2008


This proposal, submitted for consideration under the Australian Government Literacy and Numeracy Pilots in Low SES School Communities initiative has been designed as a cross jurisdictional, cross sectoral pilot in collaboration with State/Territory education authority partners from the Government,
Catholic and Independent school sectors.

The Department of Education and Children’s Services South Australia (as the contracting authority) in association with:

  • the Queensland Department of Education Training and the Arts
  • the Western Department of Education
  • the Northern Territory Department of Education
  • the Queensland, Northern Territory and South Australian Catholic systemic education authorities
  • the Queensland and South Australian Independent School Association
  • the Australian Primary Principals’ Association (APPA)
  • Griffith University
  • Edith Cowan University and
  • the Australian Catholic University.
While it is understood that it is the work of teachers that has greatest impact on student achievement, the key partner agencies listed above have based this proposal on the premise that sustainable, higher levels of student achievement in literacy in Australia can be brought about by:
  • recognition and development of the role and capabilities of primary principals as literacy leaders in their schools; and
  • developing innovative and collaborative relationships and strategic approaches across States and Territories and between Government, Catholic and
  • Independent school sectors.
The focus and the associated governance arrangements for the Principals as Literacy Leaders (PALL) project reflect this premise.
